At a time when all of us are finding ourselves doing more with less, a reminder about a resource available from New York State that can assist you in your efforts to solve cases, prevent crime and better serve and protect your communities.

The state has established a toll-free tip line – 1-855-GUNSNYS (1-855- 486-7697) to encourage residents to report illegal firearm possession. The tip line also allows for information to be submitted via text – individuals can text GUNTIP and their message to CRIMES (274637). While the state will provide the administrative support and fund the rewards, the investigation and validity of the tip will be up to each local department.

To spread the word about this free resource, New York State is planning a comprehensive campaign, including public service announcements that will air on television and radio stations across Upstate.

The tip line can provide your agencies with another avenue for receiving intelligence about crimes being committed in your jurisdictions. This initiative is designed for communities where no tip lines are in place and is not meant to replace existing gun tip lines.

Here’s how the tip line operates:

The New York State Police staff the tip line 24 hours a day. Upon receiving a call, troopers will solicit as much information as possible regarding a firearm tip, while allowing the individual to remain anonymous. The caller will be informed that this program is not the traditional gun buyback program but rather is focused on identifying individuals who are carrying an illegal firearm.

The State Police will in turn contact the appropriate police agency with the lead to initiate an investigation. Staff from the Division of Criminal Justice Services (DCJS) will follow up with that agency to determine the validity of the lead. Once the investigation is completed, the police agency would convey to DCJS the outcome of the investigation.

If the information leads to an arrest for the illegal possession of a firearm, the “tipster” will be awarded $500. DCJS staff will handle all of the financial transactions.

State Police staff will explain the program in its entirety upon notifying an agency that a lead has been generated for their jurisdiction. If you have any questions in the interim, please contact DCJS Deputy Commissioner Tony Perez in the Office of Public Safety at 518-485-7610.

start with calling on all the people who signed off on the SAFE act. see if they get caught with having a weapon that holds more than 7 rounds.
 
Been working the contacts. Time to get ll of those casual "someone else can do it for me" gun owners off of their asses and get them motivated.
 
I don't see the big deal. The only change in handgun possession is the seven round limit. No one is calling a tip line to report someone has ten rounds in their mag... how would they know unless the person carrying it tells everyone. And if you're telling people you're an idiot anyway. As far as the tip line? Illegally posses a handgun and give me the chance to make money on it? Hell yes. You're going. There's a guy at my club who has been denied a CCW twice due to violence and repeated drunken dis-con convictions. Last week he pulls me aside to show me this junk .22 cal pocket rocket. Carrying it with no pocket holster and no safety. He's high as a steeple, is waving it around in unsafe directions, is in violation of club rules and the state penal law. He's a nutjob, he's violent, he's a drunk and he's carrying irresponsibly and illegally. He's a walking train wreck. I've now told him twice to get off the range with it and don't bring it on the property. The next time I see it the call is being made. I told him this to his face. If he doesn't like it... well... he knows where to find me.

I've called LE a number of times where people came to my range stinking of beer and in one case where the car doors opened to the sweet smell of ganja. I'm not getting shot by some ass who puffs weed and drinks on his way to my range.

Tip lines exist for a zillion things from reporting gas odors to 1-800-cop-shot. If I can make a buck turning in "Flaco the hoodrat" with a piece in his waistband I'm doing it. I don't give a damn about Flaco's rights... purely because Flaco has no respect for mine, for anyone or anything. Hell, a buck is a buck.

Yes, NY has recently made some bad decisions. But for those in other states, go to the local bar armed and have a drink. Or go in a bank, church, restaurant, hospital, bus, doctor's office psych center or public building. Are you breaking the law? We're not.

Really? An anonymous caller can leave a message and that equals a warrantable search of your person and property. Something tells me this is not what the founding fathers had in mind. Seems like a way to get back at anyone you have "beef" with. Just call the tip line and blow in a guy who cut you off on the highway, or that neighbor of yours who is super obnoxious. Doesn't even matter if he owns guns or not. No accountability on the caller's part. They can just hang up and walk away, not caring about the $500. Revenge successful. Carte blanche is the key word here! What if my neighbor tosses a 30 round mag inside my garage while I'm not paying attention and then calls the cops? One of the problems with an authoritarian state passing so many crazy laws is if they want to find you guilty of something, it's quite likely that there is a law you're breaking you don't even know about.

A hotline ? To me this means no formal complaint on record that one could contest, and carte blanche for authorities to bust into your home based on what ......a tip? It's all fine and well that you know a bullet from a barrel, but what is the criteria for the general public to determine if someone has an illegal firearm ?

Personally, I'm not comfortable with the fact that anyone can drop a dime because they may have seen or heard of a person having illegal magazines, firearms, etc. When the police raid your house, you make news on a page somewhere because of police activity at your house. On top of that, how many police don't know what's actually legal anymore. You could possibly get charged with having something illegal, tried and convicted in the court of public opinion only to have the charges dropped later. It's kind of too late then because in a sense you've already been violated.

I care very much about the idea that some random person could blow people in on their own misguided suspicions and put them on the State Police radar which could lead to harassment, search warrants, seizure of property for verification that it's legal, etc, just to satisfy some witch-hunting liberal government and a so called "concerned citizen" who is mostly concerned about getting $500 in their wallet.

Ah Nazi Germany all over again, call an report any police officer you see walking around just report it as a man with a gun, when they run around a few thousand times a day the idiots might get the message.

That's another problem I have with this thing ...... as usual the taxpayer is footing the bill ! This initiative seeks to turn neighbor against neighbor and use their own tax dollars to pay the $500. Like NYS residents aren't already awash in the highest taxes in the country.

His Lord and Master Cuomo went and made criminals out of police officers who step foot on school grounds with their own service weapon. But instead of moving swiftly to pass an amendment to exempt police officers, the Governor and the DCJS have deemed confiscation of previously legal firearms a higher priority. Yeah, slick move Andy ......

One more reason I have a problem with this initiative is because this is the sort of crap some of us may wind up dealing with. This excerpt is from the story link below :

"The young man in the photo is the 11-yr-old son of Shawn Moore. The gun is a .22 rifle, a copy of the AR-15, but a 22 caliber. The photo was posted on Facebook by a proud father. That Facebook posting apparently triggered an anonymous call to New Jersey’s Department of Youth and Family Services (DYFS). On Friday night, March 15th, two representatives from the state’s social services office (along with four local police officers) came to the Moore home and demanded to see the family’s firearms."

Y'know, that other thread that shows the counties in green that have called for repeal of SAFE - I mean the whole freakin STATE is hollering about this - has anybody heard about any reply from Albany?
The only thing I've heard is they are reconsidering the 7-round limit.

Not really sure about Albany (other than Silver's statement re: 7 round limit), but I've been reading statements made by Max and James Tresmond regarding their work on the SAFE Act challenge. For example, in the last week, Max states : "Good things are going to happen soon. There is a lot going on right now that I'm not at liberty to discuss, although I can say that good things are going to happen." And : "everything is coming together as planned. Your guns will not be taken away, and gun rights will once and for all be solidified in New York - permanently. Some things can't be protected. We're never going to be able to protect the grenade launchers, or certain accessories. But those are secondary to the issue of gun rights. As long as we're here, nobody is going to take your guns." Also : "Thank you for your support! I am confident that we are going to prevail. As I have told many news services, this is a marathon, not a sprint. Our country has been through far worse Constitutional crises in days past, but the legal process works and the Constitution always prevails. We may not always get the policies we want, and the Constitution is not a panacea for curing all "bad" legislation, but it will cure legislation that violates our rights. That being said, I want to stress the need for solidarity on this issue. We need to stay narrowly focused on protecting firearms rights themselves and not get distracted with other issues. We're not going to overturn the licensing requirement for concealed carry in public places, or the need for background checks prior to the commercial sale of firearms. On balance, we also aren't going to stand for total back door bans or confiscation of the long guns that are protected by case law, the Constitution itself, and are deeply rooted in the history of this nation. Courtney, the sequester is on a federal level, the law abiding, gun owning, taxpayers of New York are supposed to pay for this "tip line." It's easier to understand if you live here. Not any easier to tolerate though.

There were some questions on when this "Rat Out Yer' Neighbor" crap was first rolled out. NYS has a site showing it as beginning a year ago, while other sources show it as being rolled out now. Just received this e-mail from NYSRPA in which Assemblyman Bill Nojay sheds some more light on what NYS has been doing with this thing :

Assemblyman Bill Nojay, R-Pittsford, is calling on the state to scrap a tip line to report illegal firearms. Nojay, in his first term in the state Legislature, recently reacted to a leaked memo sent by the New York State Division of Criminal Justice Services to the State Association of Chiefs of Police. In response, Nojay has sent a letter to Michael Green, executive deputy commissioner of the Division of Criminal Justice Services, asking him to terminate the newly-expanded program. The memo described a tip line that residents can use to anonymously report their neighbors for illegal firearm possession. If information provided leads to an arrest, the "tipster" will be awarded $500. According to the memo, this program is also targeted at Upstate New York, with a plan to roll out a "comprehensive campaign" to spread the word, which will include "public service announcements that will air on television and radio stations across Upstate." "The program described in this leaked memo is truly disturbing," Nojay, who represents the City of Hornell in the Assembly, said in a press release. "A year ago, this program was designed for urban communities with high rates of gun violence. Now, they are specifically targeting the law-abiding citizens of Upstate by trying to turn neighbors into informants. The governor can claim that this program is old news, but he has just made countless guns illegal that can now be phoned in on this tip line. He is raising the stakes in his assault on the rights of law-abiding citizens." Nojay's letter to Executive Deputy Commissioner Green calls on him to "terminate the newly revised and expanded informant program known as the Gun Tip Line." He notes that the program was designed exclusively for areas with high rates of gun violence and that the new expansion does not target gun violence. Its only purpose is to try to enforce the "unenforceable" SAFE Act. Nojay said it is wrong for state police to oversee local law enforcement's follow-up on every tip because it is offensive to the independence of local law enforcement and a "radical expansion of state power."
