In the rural areas of Iowa the county sheriffs department is responsible. In the largest town in my county the local police station closes at 12 noon and the sheriff's office serves as the dispatcher for the town too. Most Iowa counties cover 500 square miles and many have only one deputy on patrol. Even though most deputy sheriffs are good people; it is a logistical and economic impossibility to provide security for individuals. If a rural resident feels that he needs security it is his responsibility. Yes, Iowa is a shall issue state. The permit is for five years and covers concealed or open carry. It also serves as a handgun purchase permit.
