Oregon woman raped after police refuse to send out response unit

A woman was choked and raped following a 911 call to police in which the dispatcher told her to ask her attacker to "go away".
The incident, which occured late last August but was only widely reported last week, took place in Josephine County, Oregon, when a woman's ex-boyfriend tried to break into her home.
Instead of sending an officer to the scene, the police dispatcher advised, “I don’t have anybody to send out there. You know, obviously, if he comes inside the residence and assaults you, can you ask him to go away? Do you know if he’s intoxicated or anything?”
The man eventually forced entry to the house, wherein he proceeded to "brutally rape" the woman before fleeing. After the attack, police went in search for 29-year-old Michael Bellah, and arrested him.
The Sheriff's Department blamed the lack of resources due to recent public funding cuts. “There isn’t a day go by that we don’t have another victim,” said Josephine County Sheriff Gil Gilbertson. In Josephine County, 80 percent of sheriff’s deputies lost their jobs when the cuts were made. The few that remain cannot respond to emergency calls during the evening or on weekends.
“How is it that there were no officers available to assist the woman who was about be raped, but they did have officers available to go and arrest the man after the rape? The police department should be sued for their failure to protect a tax paying citizen,” Julia Mason, 28, of Portland, Oregon said after she was asked what she thought about the police who failed to help a woman who was about to become a rape victim.
After the government budget cuts, which occurred before the rape incident, Josephine County Sheriff Gil Gilbertson said in a press release that victims of domestic violence should "consider relocating to an area with adequate police services."
Bellah was charged with Kidnapping, sex abuse, stangulation and theft among other things. His bail was set at $437,500.

I get sick to my stomach when I hear stuff like this because I imagine it being my fiancé. And I get even angrier when there's people out there who want to eliminate the one other method she could have protected herself with.
 
I read this the other day. Very sad. Poor woman probably believed guns were evil and that police were there to protect her and that is why she doesen't own one. It's up to the individual to devise thier own home defense plan but I would urge anyone thinking about this to consider a lethal option. Shame on you Sheriff Gilbertson. Sir, you are a scumbag. Instead of recomending domestic violence victims to move, which is not a strategic defense at all, you should be organizing self defense training/firearms for the public.... or something. You know your force has been cut back and you are supposed to be a leader in your community. You hold an elected position and need to be held accountable for instances like these. Vote this idiot out next election, please. What a dummy.
 
Responsible people who understand that their personal protection is up to them, provide themselves with protection. Those that don't have only themselves to blame.

Children are different, they do need a protector. Responsible adults understand that weapons are for them and their families protection until/if the LEO get on scene. Rural people have always understood that. They've always had a shotgun or rifle around. City folk are just now are getting to know what country folk have known for hundreds of years.
Police have no responsibility to protect individuals. The common folks need to know this and understand it too.
 
That My friendds is the reason Mt Wife has at least two weapons readily available to her at all times. Mostly within arm length.

A: Nothing.

Q: Have you ever had a gun pulled on you?
A: Yes, four times in fact.

That usually ends the conversation right there. It is indeed my own responsibility to protect myself and my home.
 
Law enforcement resources are being cut across the country, a police department in MN had to ask residents for ammo because they couldn't find any, the average response time in our city of Grand Rapids, MI, is 18+ minutes now, we are about to lose 17 more officers, and those remaining will be mostly re-deployed to the overnight hours, meaning that the average 911 response time during the day will increase, yet those in DC and in the legislatures of a number of states - and even our mayor - would have us become even more dependent on those diminishing resources. That makes all the sense on the world.

I refuse to allow my family or myself to be victims. I pray for protection and carry a firearm. The Divine/human cooperative. Taking shoot/no shoot training soon so that I can carry at the church of which I am a member and a leader of one of our security teams.

I'll bet the public there is really proud of that response. Of course that is a liberal state is might be totally acceptable. Not in my state.

Yet a man in Oregon had his weapon seized and was arrested for firing a warning shot at an intruder into his home. I guess in Oregon you aren't protected by the police and can't protect yourself.
 
Yeah, this is sad for her and I hope now that she realize that she have to protect herself from if any future attack.

Better to be judged by 12 than carried by 6.
 
I live in Medford, and I'm fairly familiar with the Cave Junction area, as well.

1. They didn't "refuse to send an officer." There are no officers to send. Sometimes there are no state or county road offices on duty, they have to call them into work to respond. When the Feds took over large portions of the forest lands in the western states, they took it out of the tax base and they pretty much stopped logging on it, which was a double whammy to county revenue. (I think the counties should send the feds a tax bill and take the forest land back when they don't pay...) However, when the citizens figure out that there isn't a cop a block away (not there ever was in this location - response time was always ~30 minutes due to the remoteness) it's gonna get reality tough to live to a ripe old age as a criminal around there. And there will be some liberal to conservative conversions, as well.

2. The guy "defending" himself fired a WARNING ROUND from an AR15 in an apartment complex. Now, what could POSSIBLY go wrong with that??? Where are all the anti-warning shot folks? Where are all of the over-penetration folks? Veteran or not, the guy should never have pulled the trigger in this case, and I believe he knew it, hence the warning shot.

I have only had a gun pulled on me once, but I learn fast. And I would suggest that any woman with a violent ex learn to use a gun.
 
No intention of defending public safety, but the blame should be directed at the people we elect to make sure the money we pay in taxes is used to provide the highest priority services first. That's not what happens. Any governments, local or national, highest priority is public safety. Yet when it comes to funding that is usually the hardest hit. I'm getting real tired of being held hostage by government and expected to vote for higher taxes for public safety. While our elected representatives spend money on social programs that buy them votes. The sequester is a classic example. It takes no money away from current budgets. It does reduce the future growth in budgets from 8% to 6%. Yet immediately we wear told we have to have major budget cuts. The first cuts on the chopping block are the ones that hurt the public the most. Total smoke and mirrors.
 
"Create Jobs" Hire more police. I bet that woman will eventually buy a gun. If she had a nice handgun the guy might be in the morgue or intensive care. Own a gun and know how to use and shoot it.
