During the process of filling out the application, the site has a section for uploading documents such as Illinois training certificate, DD-214, and prior training documentation. At the completion of the app, when you click to submit payment, it gives you an error message, stating it will accept only one document.
Also, the application rules say "the state can take an additional 30 days to process, if fingerprints are not submitted". The required fingerprints are electronic and you are given a TCN number when they are taken.
The ISP site now tells applicants, "no applications will be accepted without a valid TCN".

It is confirmed as of 12:01 AM applicants without finger prints have been applying and able to complete their applications.
As for needing finger prints, that was correct, until today. The ISP rolled out their applications in a BETA program so the website didn't get flooded and turn into another ObamaCare website disaster. Instructors were able to apply on December 18th or 20th I think. Last week the ISP said they would take early applications from applicants with finger prints. As of today it is confirmed applicants without finger prints have completed the application. Finger prints are STILL optional.
Today, January 5th 2014, was the statutory dead line for accepting applications as per the law.

It doesn't reguire dd-214.

My printer was being a punk and I wasn't able to print it. My email just shows confirmation on payment.
It did say I can log on and view the status?

You can log back into the system and click on view application and it will show the application number.
No big deal, just curious as to how many have applied. I predicted between 5k and 10k the first week.
A member of Illinoiscarry.com is reporting that over 6500 new applicants submitted yesterday alone. Numbers are well over 15,000 now.

One thing that's nice that I didn't know.
$50 renewal fee.
I figured good ole IL would hit you up for another $150 every 5 yrs.
