Arkansas CCL return time?

At ASP HQ in Little Rock. Wife had to redo fingerprints so they checked on mine as well. They are saying do not expect to hear anything till the end of June. They received my paperwork the third week of feb. 2013. Hmmmmmm

They got mine about the same time. The only way I knew for sure they had it was the deposit of my check March 5th. Since the law gives them 120 days, I figure June is about right....although I would much rather have it now....I haven't received anything from them and no update to the web page either.

Hammer, I do believe we are in for the long haul. That's ok It's worth the wait. If you ever have to go to ASP HQ, they are super nice and treat you good while there. I have been to other state agencies where they were very rude. We lived in Illinois and they were always mean rude.

So while not "Approved", at least we are moving...I would have thought they would have been doing the BG checks all along, especially since they cashed my check on March 5th, but hey, it's progress...!

Amie. They are extremely swamped with applications right now. Everyone is concerned about proposed gun laws and such. Swamping the entire industry.
 
Hey guys, not wanting to let the wind out of any ones sails or anything, but here is the time line for myself as well as 6 others that took the class with me:

January 7, 2013 - Filled out application online, paid via cc, and mailed FP Cards first class - Status: "your application has been received please mail your cert and fp card....."
January 28 - 30, 2013 - Status changed to "your FP Cards have been received, waiting on background check"
Today May 1, 2013 - Still waiting on background check - all 7 of us :(

Hope ya'll have better luck, and don't dare call as they don't like phone call as one guy found out!

I can't remember where I read this but ASP doesn't like to hear from anybody until 120 days from receiving first app. Then they still don't LIKE IT!
 
My understanding from my CHCL class was they were required to have it to you within 120 days (if approved of course) by STATE LAW.....

19 SECTION 1. Arkansas Code § 5-73-308(b), concerning the denial of a
20 concealed handgun license, is amended to read as follows:
21 (b)(1) The director may deny a license to carry a concealed handgun if
22 the county sheriff or chief of police, if applicable, of the applicant's
23 place of residence or the director or the director's designee submits an
24 affidavit that the applicant has been or is reasonably likely to be a danger
25 to himself or herself or others or to the community at large, as demonstrated
26 by past patterns of behavior or participation in an incident involving
27 unlawful violence or threats of unlawful violence, or if the applicant is
28 under a criminal investigation at the time of applying for a license to carry
29 a concealed handgun.
30 (2) Within one hundred twenty (120) days after the date of
31 receipt of the items listed in § 5-73-311(a), the director shall:
32 (A) Issue the license; or
33 (B) Deny the application based solely on the ground that
34 the applicant fails to qualify under the criteria listed in this subchapter.
35 (3)(A) If the director denies the application, the director
36 shall notify the applicant in writing, stating the grounds for denial.
 
They say not to call until 120 days from receipt of fp cards and cert, but how do you find out when they received them, I mailed them on Jan. 6 but was several weeks before my status changed. I don't know the date it switched, and not sure if I should call and ask?

I guess if you are past the 120 then give them a call. I would start the count 3 days past the date you mailed it in. The worst that would happen is talking to a rude person LOL.
 
I called just a few days after I mailed it just to verify receipt of materials. The person I spoke with wasn't rude, although they sounded out of breath like maybe they ran from another location to answer the phone. They told me to check my bank account and watch for the check to clear as definite confirmation they had my materials. So I guess I would count from March 5th, 120 days, and if I don't have license in hand or letter of denial, then I could give them a call.
I will re-read what was posted above but I saw no clause or caveat to going beyond the 120 days. So if they do, then they are in violation of their own State law? Hmm
I am sure they are doing the best they can and working their tails off to handle everyone. Hopefully the Governor is paying attention and getting them some help.
 
Don't know if it's good, bad or indifferent news, but I found out today that the Governor has signed into law, Act 746 making Arkansas the 5th state to declare itself a "Constitutional Carry" state rather than I guess a "Shall Issue" state. Apparently, this allows for open or concealed carry if I understood correctly. However, it is likely the Law Enforcement Community hasn't weighed in on the subject, nor as one friend pointed out, been tested in the courts. I am sure the ACLU slugs and Anti-gun people will attack it at every turn.
