Ok it says RIFLE! IT was bought as a RIFLE I bought a heavy barrel for it cut it to 8 inches in my lathe and put it on the rifle. It is 100 percent legal and there was is no form 4!

Sorry dude if it isn't in the NFA registry, and you are not a FFL it is not legal. The Thompson decision you keep referring to clearly states that a pistol can be converted to a rifle and back. The ATF document states a rifle cannot be legally cut down.
Edit.. from what you said i believe it works be a form 1.

Bingo. I have not only that rifle but several other toys including suppressors without form 4's. They do have stamped form ones. Fyi you could inherit a NFA item that would be on a form 5.
