I'm not getting the importance of, "I'll sign the complaint". It will be the evidence gathered at the scene, along with any witness statements that establish the dead guy as the perp. Not you wanting to sign a complaint. You almost would come across as trying to tell the cop at the scene how to go about his or her job. And that's a sure way to get on the bad side of things.
