That is going to depend on PA laws.
I attended a meeting on the use of deadly force that the local sheriff has held across the county. This exact question came up from a man that had moved to NC from TX, and had a TX permit. The sheriff told him his TX permit was valid up to its expiration date, and he needs to apply for an NC permit prior to that.
