Is it legal to buy a firearm with another States ccw permit

I think what you may be missing is that you az cwp is not a Nebraska state issued form of identification. Arizona issued you a cwp but Nebraska has not. It would be kind of like trying to buy a firearm in Virginia with a drivers license issued in Florida. Although it is you on the DL, the DL is not a Virginia issued identification.

Two things must be proven to the FFL to purchase a firearm in any state. Identity and state of residence. One government issued document can satisfy both or two separate government issued documents may be used. Identity is proven by a photo ID such as driver's license, military ID card, green card, state issued ID card with a photo. The identity document does not have to be from the state that is being claimed as residency, but if it is, then it can be used to prove residency as well. If you have just moved, or are under some exception to obtaining an in-state ID for the state you are presently residing in and have an out of state ID card, then you can use a second government issued document that shows your current residence address. Examples would be tax statements, business license, permanent station military orders, a utility bill if the service is provided by a municipal government, vehicle registration - or a carry permit that is issued to residents only or that shows a residence in the state being claimed.

His link takes you to a page that says, "This recognition extends ONLY to persons who are NOT residents of Nebraska." Therefore, as Nebraska resident, an Arizona permit cannot be used by you in Nebraska. You'll find that his information is usually spot-on.

Jay, you will find that, historically, the three biggest sources of wrong information regarding firearms laws are gun shop employees, CCW instructors and law enforcement officers - in no particular order. It's always best to try to find the source document - usually a statute or administrative rule - and see if you interpret it the same way they are claiming.
 
Yes Navy I see you are correct on that one it took a while but I read and reread most of the statutes from fire arm laws and making a hard copy so I don't make this mistake again thank god I was not locked up ignorance is no excuse try for pointing me in the correct path

He may have been wrong a time or two. But, he's one of the smartest & most informed guys we have on the forum. I usually have no problem with anything he posts.
