will this person be denied a ccw

I have a friend that was arrested when he was 17 years old for drugs and the charges were reduced to a littering ticket and is now 30 years old and has not been in trouble since. He has bought a rifle at a Walmart but wants to get his ccw but was not sure if he could and I wasn't sure either.
