What paperworks do I need to get long guns at 18 if im just a permanent residence

Answers would be great thanks. The worst thing about this is that I don't pay bills so I do not have 90 days proof of residency. What are some ways to go around this?

State issued identification listing address along with your permanent resident ID card should work.
