WA Reciprocity rules

Just looking for knowledgeable opinions...
As i research the reciprocity laws for WA I cant seem to find a reason Alaska has no reciprocity agreement with WA.

While AK doesn't require a permit for cc they do offer one. The requirements match WA reciprocity requirements and AK will also accept WA permits.

Anyone know why?

I am scheduled to receive a call back from the WA AG on the 31st to discuss this but was wondering what you guys might know or think.

Concealed Weapons

Washington's Firearms and Dangerous Weapons statute

Washington’s Firearms and Dangerous Weapons statute (RCW 9.41) was amended in 2004 to allow non-Washington residents to carry concealed weapons in Washington if they have obtained a concealed weapons permit from another state that meets certain conditions imposed by Washington’s reciprocity law, RCW 9.41.073. Those conditions are:

1. The other state must have a reciprocal statute allowing Washington residents to carry concealed weapons in the other state if the resident has a Washington concealed pistol permit; and 2. The other state does not issue concealed pistol licenses to persons under twenty-one years of age; and 3. The state requires mandatory fingerprint-based background checks of criminal and mental health history for all persons who apply for a concealed pistol license.

If the above conditions are met, the concealed weapons permit of an out-of-state resident will be recognized in Washington as long as the permit holder does not become a resident of Washington State. Additionally, the permit holder from another state must carry the handgun in compliance with the laws of Washington State*. Washington concealed pistol permits will be recognized in those states which have a reciprocal agreement with Washington. Washington residents should check the laws of the state they are traveling to, in order to comply with the concealed weapons permit law of that state.

The applicant must, in summary:

Be 21 years old or older.
Be an Alaska resident and have lived in the state for more than 90 days
Be eligible under federal and state regulations to possess a firearm.
Not been convicted of two or more Class A misdemeanors of Alaska or similar laws in any other jurisdiction within the six years immediately preceding the application.
Not be currently under order nor in the three years immediately preceding the application have been under order to complete an alcohol or substance abuse treatment program.
Successfully complete an approved handgun competency course within the 12 months prior to the application
Prepare their application in writing on the provided forms, and deliver the application in person. The information must be personally attested.
Submit fingerprint, photograph, current demographic date, and identifying data.
Pay the appropriate fees for the permit being requested -- $91.50 for an initial permit. Fees are not refundable if the permit is not approved.
