I'm not exactly sure what you're asking, but you can take a short online-only safety course (which varies in price from around $35 to over $100, depending on vendor) and qualify for a VA non-resident permit. VA also will accept most other states' Hunter Safety courses as sufficient. Ohio recognizes VA non-resident permits to the best of my knowledge (and the map on this site under Concealed Carry Resources button at the top of the page).

The plus side is no formal in-person class and you can do the whole thing online and by mail.

On the down side many of the online courses are just really, really basic safety courses and have no information on VA gun laws or the use of deadly force, so while you can carry with the permit you really shouldn't (IMO) until you have a clear and thorough understanding of the legal issues of where you can carry and when you can use deadly force, and are competent with your firearm.

Also on the down side is the cost looks like it will go up to $200 for non-resident new and renewal permits soon, depending on the legislature.
