The information posted indictes Texas issues resident AND non resident permits.
When I go to the state website it requires eiehter a Texas DL or ID to process the application.
A non resident would not have either of these documents.
Any clarification, at your convenience would be appreciated.

This has been changed recently. If you wanted a Link Removed in Texas, you used to have to be a resident of Texas for 6 months. Now... Those from other states can get a non-resident license if they want. The classes, however, have to be taught in Texas.
