The information posted indictes Texas issues resident AND non resident permits.
When I go to the state website it requires eiehter a Texas DL or ID to process the application.
A non resident would not have either of these documents.
Any clarification, at your convenience would be appreciated.

Yes, you missed something. You have not addressed my question. Sending me back to the original page is useless.
How can a non resident apply for a Texas permit, if they do not have either a Texas DL or ID.

This has been changed recently. If you wanted a Link Removed in Texas, you used to have to be a resident of Texas for 6 months. Now... Those from other states can get a non-resident license if they want. The classes, however, have to be taught in Texas.
