Not exactly sure what you're trying to say, Randal.
Unless you mean that criminals are MORE LIKELY to think twice before committing a crime when others are present?
I suppose you COULD mean that criminals would become used to people carrying and STILL commit the crimes. Seems like that would be pretty stupid on their part, though.
