Open carry in Utah..

I don't understand, If you have a permit in utah it has to be concealed, But if you don't have a permit you can open carry.. That dosen't make sense. How come i can't open carry because i have a permit? Dose any body understand the law in Utah? Do i have it wrong? Not that i want to open carry, It just dose not make sense.. I would like to be set straight..

You don't have to conceal in Utah with permit you can open carry fully loaded without a permit it requires 2 actions.

Mississippi21 is absolutely correct. The law reads : Open carry legal with permit. For open carry without permit, firearm must be partially unloaded. (It must be at least 2 actions away from being able to fire)
