One of those rules 3h by negating the open carry law, specificically allows that a handgun may be OPENLY CARRIED GOING TO OR RETURNING FROM camping & fishing.
Furthermore, if it weren't for section 3d, POLICE OFFICERS wouldn't be able to open carry either!
The same section that lets us open carry in our cars under certain conditions also allows the POLICE to open carry in THEIR vehicles.
Think about it, if 3h doesn't allow me to open carry in my car while camping/fishing, then 3d doesn't allow law officers to either. They would have to "conceal" when they got into their car.
