Is Kentucky soon to become a constitutional carry state?

Open carry is already legal without a permit and now this legislation is being brought up before the Kentucky General Assembly tomorrow. This bill will also further restrict the state and lesser agencies on controlling carrying of deadly weapons during a disaster/martial law. A statute already prohibits the state and lesser agencies from confiscating firearms during a disaster/martial law, but it does not plainly state they cannot restrict possession outside your home during an emergency/martial law. One would infer it from the original text, but this would irrefutably solidify the intent of the original law.

It also allows LEOs to carry on school property without previous permission from the school. Civilians would still only be allowed to carry in their cars without permission.
