there is no such thing as a FLA non resident license, what you have is a FLA CWFL that is issued to a non resident of FLA

Other than the nomenclature, this nuance is insignificant.

A non-resident with a FL permit is still treated as having a non-resident permit when traveling out-of-state. For instance, PA won't honor a FL permit issued to a non-resident but recognizes permits issued to residents.

Speaking of PA, they do not honor Ohio Resident permits for reciprocity. However, they will give a non-resident permit to an Ohioan, but only if the Ohioan has a resident permit for Ohio. It's helpful to have the PA permit as work sometimes takes me through PA. Allows me to add some other states too that Ohio isn't recognized in.
