National Forests follow the state law that they are in (apparently, in this case, Missouri). Missouri is mostly open carry but there the state open cary law doesn't preempt local counties and cities from banning it, so you need to be careful where you're travelling through. Rolla city doesn't seem to care.

You do not need a concealed carry permit to open carry in Mark Twain Nat'l Forest. However, do NOT carry it into a .gov building, concealed or open.

Some municipalities ban openly carrying firearms.
