Yes, unless they have lawful signs. Do your reading to determine that.
In SC If the Fair had a sign I'd carry mine. If a sign isn't posted that meets the requirements of the law I ignore them. I've seen signs a few places that were not legal, I don't point out that their sign isn't legal, I just ignore it. If you point it out they may get a legal one.
