It's still a county-by-county issue (pardon the pun) in CA. Monterey was pretty much "shall issue" until the recent election. Now it looks like the MCSO will be in the hands of the Deputy Sherrif's Assn (read "union"). I hope I'm wrong. That's a scenario that has never played well.
