The guy wants 1350$ for the rifle, claims to have paid 2400$ in parts and labor. I put its value at around 700$.

And isn't the top of the line Blackhawk stuff he mentioned what they now sell at Wal-Mart?

I agree mark up is there. Top of the line is USER specific. I would pass. You can build better for less.
