The Wyoming Attorney General’s Office has referred your email to me for reply as the Division of Criminal Investigation is responsible for handling of the concealed firearm permits. We appreciate the opportunity to respond to your question. The Web site page you provided below, is due to be updated in the next few days.
Under Wyoming’s prior law, the Attorney General was required to determine that another State's laws were similar to Wyoming's in order for Wyoming to recognize that State's CCW permit. That provision was taken out of the new law.
The Wyoming concealed firearm permit statute W.S. § 6-8-104 (revised effective March 2010) now provides that Wyoming will honor permits from other states, and issue Wyoming permits to holders of permits from other states, if:
the other state recognizes Wyoming permits; and
the permit from the other state is valid statewide.
Under our new law, if you a permit holder from another state, if your permit is valid statewide and your State recognizes (or honors) Wyoming permits, you can carry a concealed firearm in Wyoming.
Under the current law, the Attorney General has no role in making any determination regarding the requirements of the other State's law in order to recognize its permit. All that is required is that the other State's permit is "statewide," and the other State recognizes Wyoming permits.
For convenience only, the Division of Criminal Investigation, which issues Wyoming permits, is confirming which other States' permits are "statewide," and which States recognize Wyoming permits. It will list those States on its web site, however, the list has no legal effect.
The States of Missouri and Wyoming exchanged correspondence just this week, which affirms reciprocity between our states’ permit holders.
