This creates administrative and regulatory burdens on the dealers, the cost of which dealers will not be able to recoup.

In the article it says that FFLs won't be able to recoup their costs. Why not? Did the law makers of Colorado write something into the new law that says an FFL has to do it for free? Otherwise, this should be done as a transfer like an out of state purchase handled by them.
 

What I would really like to know is why, as the chief law enforcer for the state, the CO Attorney General is NOT a named defendant and only Hickenlooper is. The AG should be named in this suit.
