FFL Transfers in the light of NCIS exemption?

Does anyone know how this Link Removed will affect FFL transfers? In other words, if I purchase a gun online and it has to be transferred into West Virginia would I still be exempt from the NCIS background check? It would sound reasonable to me that I would be exempt, but I haven't heard any discussion of this particular situation.

I understand this law does not take effect until June 8, 2012.
 

Given the experience of other states (e.g., Kentucky, Nevada, and Washington) that have recently enacted similar laws and the way SB 353 is written, I expect the exemption (if BATFE grants it, which is not guaranteed) will only apply to licenses issued or renewed on or after June 8, 2012.
 
Sounds like it will be the same as here in Georgia, if you present your license they will not have to run the NICS check.

NCIS is one of my favorite shows but not a background check. :laugh: JK
