WV Constitutional Carry Bill Sent to Governor

Today (Feb 24 2016) the WV House of Delegates AMENDED HB4145 that the WV Senate had sent to them for 'concurrence' on Feb 22 2016, adding in a $50.00 State Tax Credit for West Virginians who obtain a permit after the effective date of the bill. HB4145 was introduced with a $100 Tax Credit, which the Senate had removed.

The vote was 24 yeas, 9 nays, 1 absent (Yost). Nays were: Ashley, Beach, Facemire, Hall, Laird, Miller, Palumbo, Romano, Snyder.

NORMALLY, this would have been a very dangerous move, but this was no normal day.

The House of Delegates IMMEDIATELY sent the bill to the Senate and the Senate IMMEDIATELY concurred!

Credit goes jointly to the Leadership in the WV Legislature AND to West Virginians who never gave up on this years-long effort to regain a piece of our freedoms.

HB4145 has been sent to the Governor's desk. The Governor PROMISED, before HB4145 was even introduced, to veto such legislation. Given the margins by which the measure was approved and the bi-partisan nature of approval, he may wish to reconsider that promise (but likely will not).

PLEASE, call or email both Senate President Cole and House Speaker Armstead to thank them for their outstanding support and cooperation in getting HB4145 to the Governors desk, and BEG them to expedite a veto over ride vote, in the all-too-likely event it will be needed.

Since HB4145 is not listed as "pending signature by the Governor" this morning, I believe it must be sent to the Governor's desk from the HOUSE, not from the Senate.
That should happen today, Feb 25 2016.

HB4145 is now listed - along with 23 other bills - as "Completed Legislation awaiting Governors Signature".

He can sign the bill, veto the bill or if he does neither it will become law without his signature after five days.

SIGH. Yet ANOTHER lost day while the HB4145 received the signatures of the Speaker of the House and the President of the Senate prior to ACTUALLY being sent to the Governor.

Looks like Feb 27 will be Day One on the Governors five-day clock.
