WI Open carry.

We here in Wisconsin have open carry, but the people and law enforcement fear this? I think, why else would you be detained for carrying openly?
Now I'm saying, carrying not pointing, brandishing, or in hand in any other way. I think here in WI. the Dept. of Justice, who sets and enforces the
rules, should send local LEOs the message that open carry not against any law, and carrying openly is not just cause for detention.
