Why does Washington not have reciprocity with Oregon?

So I finally had my Oregon CHL appointment today. Course certificate, 2 picture IDs, birth certificate, and application with "two character references". Got finger printed, picture taken and wrote a check. Because of my unique name my 4473 checks come back clean in 30 seconds so I was hoping to get my CHL in hand within 30 days. The young lady tells me that they usually run 45 days, but because they have been so busy expect to wait 90 days. WTH? ORS 166.292 requires that Sheriff offices process your application in 45 days. They already cheated by not accepting it for 140 days. My wife said that she could have had a baby in the time it takes to get a CHL here in our county!

45 days from the date of your appointment. And they sometimes fail even at that.

Dirty little secret of the the carry permit world..

a full background on an applicant usually takes about 12 minutes.. sometimes there's out-of-state information to follow up on, but not usually..

My department serves a population of almost 200k and I get my permits out within a week or less. Even during this past 'permit panic' when everyone was convinced the government was going to take everyone's guns, permits went out at around 10 days due to the giant stack of applications on my desk.

I just took a Utah CCP class not too long ago and they suggested going to Grant Co. in Oregon to get your CCP.
They said that they are a "welcoming" county as many others are not and won't issue permits as they are not required to do so.

This used to be true. Multnomah County used to be horrible about issuing permits from what I've heard but mine went through about a year ago no problem and everyone else that I know that's applied through Multnomah recently hasn't had any problems either. However, Grant County is still a sure thing. Idk if he still does it or not, but the Grant County Sheriff used to travel to Portland 1-2 times per year for the sole purpose of helping Washington residents get Oregon permits. Awesome guy.

Yes the trainers at the class said the Grant Co. Sheriff traveled around to gun shows to do it, but they mentioned that the last few gun shows he attended, he was so swamped with people, he had to limit it. Apparently he was doing like 300 people a day.

Gotta love it. That Sheriff does 300 a day, and mine (also in rural Oregon) can only manage 110 per month.

So basically you're saying the hold-up with processing is totally artificial… Not exactly surprised.

Depending on the agency.. yes, there can be an artificial delay. What happens is that, (again, depending on the agency) there can be big fluctuations in permit demand, so one month they're going out in 4 days and the other month they're taking 3 weeks. It just becomes easier to just make it policy to send them out on the 29th day. There are also other considerations when it comes to backgrounding for a permit.. such as if the applicant has out-of-state history that needs to be followed up on. A check with a local court for the disposition of an arrest usually doesn't take but a few calls, but to follow up on an arrest from a different state's court can take days or weeks as a request sits on Po-Dunk County District Court clerk's desk for attention.. adding to the overall delay.

Even something as simple as a ticket from a different state can be a time-killer..as I need to ensure that a ticket didn't go to warrant status (that wouldn't show in the standard NCIC check)

so.. yes, sometimes there is an artificial delay and sometimes the delay is valid..

the only constant is the applicant that insists they don't have any criminal history :laugh:
