why cant we have a comp on a target pistol

new to the forum, shooting for 35 years and still cant figure out why we cant have a comp on a 22 target pistol, I would love to get a volquartsen target pistol but it comes with a threaded barrel for there comp, I can get one pin and welded but looks like crap, why do we as new yorkers keep on getting punish for where we live, other states can have them. I am getting sick and tired of gun laws wht do we have this law to began with
