An on-going trend in LE is the reinstatement of LEO bad guys.

I can't find any stats on the percentage of fired/rehired cops nor any follow-up on individual officers that were terminated and the hired elsewhere. But these examples (and there are many more) highlight how difficult it is to permanently remove bad cops from their authority to render harm to those they have sworn to protect.
 

Cop choked an unarmed guy to death a week or so ago in NY. No charges were filed, nor was he arrested last I heard.
