wait 24 hours?

When picking up my certificate of qualification at the Jackson County sheriffs office, they say you must wait 24 hours before you can go to the DMV for your endorsement. This isn't what the law says though. Mo 571-101 section 7 says:

7. If the application is approved, the sheriff shall issue a certificate of qualification for a concealed carry endorsement to the applicant within a period not to exceed three working days after his or her approval of the application. The applicant shall sign the certificate of qualification in the presence of the sheriff or his or her designee and shall within seven days of receipt of the certificate of qualification take the certificate of qualification to the department of revenue. Upon verification of the certificate of qualification and completion of a driver's license or nondriver's license application pursuant to chapter 302, the director of revenue shall issue a new driver's license or nondriver's license with an endorsement which identifies that the applicant has received a certificate of qualification to carry concealed weapons issued pursuant to sections 571.101 to 571.121 if the applicant is otherwise qualified to receive such driver's license or nondriver's license...

Has anyone else experienced this in other Missouri counties?

Time to get through the system.

If you go too soon they will ask you too come back tomorrow.
It just takes a little time to get through the system. Server refresh and update times.It's been that way since day one.

Same here. Jackson county clerk told me its because of slow pace for all the information to be entered into the system.

It sucks, but large database systems can take a while to update.

In multi-server systems the updates are often scheduled for lower system load times. One of the big systems I'm currently working on runs a major data replication sync at 3am every night. Changes to that particular database simply aren't available to every location until the next day. It's probably something similar for your situation.

That's definitely not right. Nowhere does it say you must wait 24 hours. I've always been able to go straight down and get my cards without issue in Greene County.

Likely another Sheriff doing his own thing pushing the envelope on the law. But keep in mind that there might be good reason for it, the only one I can think of it being is record keeping on the Sheriff's part which shouldn't have anything to do with the issue once you've got documentation in your hands from the Sheriff that you're GTG. Like others have said, it's the Sheriff's Dep't responsibility to notify the DOR so I'm leaning toward record keeping.

It might be wise to alert the MOAG to this in the event that it happens to others and/or becomes habitual.

Technically, the information should be input into the system once the completed background check is returned. There's something about "shall issue" that comes to mind there.

OK I live about 10 min. from the Sheriffs office and I know a lot of them.
The CCW office is maned by Reserve Deputy's. They work there shift processing
permits as fast as they can. Some days slow some hectic. They try too get us through the process as quick as they can. At the end of there day it goes into the system. That has too go through they system network,
server refresh in the maintenance window. Usually sometime after midnight and 3 or 4 AM in most systems. The guys are doing the best they can with the
resources they have. If you want it faster go too the county legislature and get them more people/money. I know most of the legislature as well and there AIN'T more money right now. Were lucky the office is open as much as it is.
The last renewal they got me in and out in about 30 min.
It took well over 10 years for us too get the bill passed. What is a few hours.
The only time in the law is 90 days. If they don't have reason too reject you
in 90 days they have too issue. It took a long time to just get that provision.
Most of the Deputy's and county government are on our side. Let's keep them there.

Let me address your last point first. The process of issuing a CCW permit is all spelled out by law. Agree or disagree, overworked or not, each Sheriffs office must comply with state law. Would we accept going to the DMV and being told due to too many applications, we have to wait for our license? While waiting and the DMV are synonymous, if the law said you must be issued your drivers license the same day you turn in your paperwork, they must comply.

All of the money raised from the $60 portion of the permit has to be used for CCW staff and equipment by law. I have never been in any kind of office anywhere that says, "we have plenty of people and money and aren't overworked". I have been in sheriffs offices and police stations all over the country. There is money there, its just where its allocated.

Also it is a maximum of 45 days, not 90 days. Its 90 days in Kansas. What is interesting too is that the law states that they MUST issue within 45 calendar days, not working days as I was told. The law states calendar day vs. working days. Mine took about 60 calendar days.

Technically the Sheriffs Office should submit the info to the State within 3 working days of the application and then to the FBI once cleared by the state. Once cleared by the FBI, they have 3 working days to issue the permit.

Other counties get it done in 2 weeks, how is that?

When I got mine (and the same when my wife got hers) in St. Charles county, I was at the DMV within 10 minutes and all was ready. Now, I know in St. Charles county, they use a phone message system for you to check when your permit is ready (by number when you apply) so it may have taken them a little while to get the info into the system and you may not have been notified that your permit was ready for anywhere from hours to days before you found out.
Seems as if all counties are different somewhere in this process. My wife's sister took her class with her in St. Peters, she lives in Cole County. Cole County actually calls you when your paperwork is ready.

I'm a native Missourian bought a HG there in 1992 got my permit after 3 days and was gone.
But if I understand you-all right the south is still with me lol.
You must take a course go to the local sheriff then to the DMV? To get your permit? Wow what a pain in the butt.
I'm now in MN take a class go to sheriff apply and you've got a permit if everything checks. It's all cool don't leave home without it.
I know see why my brotherinlaw who's a cockhold to my sis doesn't want to get his permit he's just a little *****. And your system is a PITA
