The museum is returning WWII rifles loaned to them to their owners because, under the new I594 law that was recently passed, the rifles were never background checked. The owners would have to undergo a background check to transfer the firearms to the museum in the first place, and then, in order to return them to their owners when the exhibit is done, yet another background check would have to be performed.
594 has an exception for family members and antiques (it defines them as firearms that were manufactured before 1898), but not for museums or other such organizations.
Unintended consequences.
The museum exhibit will continue without the firearms.
