Utah CC Permit

I live in Pa and have my CC permit and just received my Utah permit just wanted to know if any of you guys have experience with using any of these non resident permits any where and how knowledgeable are the majority if our law enforcement officers on this.
 
Most LEOs are not knowledgeable on non-resident licenses/permits at all. Too many aren't even knowledgeable of the laws of their own state. If you travel somewhere that you'll be carrying under the auspices of a non-resident license, it would be in your best interest to carry copies of the reciprocity agreements from THOSE states with you. CCW and reciprocity maps, along with any other info from concealed carry sources, are great, but a dubious LEO isn't likely to pay much attention to something that isn't from an official source in his own state. Even then that may not help you, but it sure won't hurt.
 
Depends on what you mean by use them? I've carried all across the country using my Resident and Non-Resident Permits. I've never had an encounter with a LEO where I needed to produce it.

Rhino is correct about LEO's up front knowledge, they aren't legal eagles in regard to concealed carry within their own state. Being prepared with you own information will keep you from having to retreive or find what you need when you need it. Like any other situation being well informed and alert to you situation is the best defense. Just made a trip to Arkansas from Ohio and back and I found myself being the better driver, letting the idiots do their thing and watching out for the other guy more just to keep from drawing attention to myself. I also carry state sponsored copies of the reciprocity agreements if available, a 2012 copy of the Traveler's Guidet to the Firearms Laws of the Fifty States, Sixteenth Edition. (Traveler's Guide, PO Box 2156, Covington, KY 41012, 859-491-6400, Gunlaws for the 50 States) written and researched by J. Scott Kappas, Esq. and since I transport firearms of a questionable nature to the uninformed I carry legal decisions under federal law that pertain to those weapons in my possession at the time. You need to do what is comfortable for you and what you can afford to live with as all decisions have real life consequences.

Do not ever count on law enforcement to be knowledgeable of all the states reciprocity agreements. They are not trained to know them and they do not know them. I carry a three-ring binder in my vehicle with copies of the reciprocities that work for my PA residence and UT non-residence. I have only had to "use" it once on a traffic stop in OH. I informed the officer I was carrying, as OH law dictates, and showed him my UT permit as well as PA driver's license and registration. He looked confused, and I told him I had the reciprocity agreement between UT and OH in the car if he'd like to see. The whole time my hands were on top of the steering wheel. After he asked me to hand over my firearm (he emptied it, which I really hate since most don't know their way around firearms), he decided to call the number on the back of the UT permit instead of looking in my binder... his call. However, I believe he found me credible because I a) handed him the permit from UT, b) followed OH's directive to inform the officer, c) let him know I had the reciprocity agreement on me, and d) was compliant. After he called and got verification that I was legal, he sent me on my way with my firearm. Be proactive and make the cop's job easier so you don't spend a couple hours (or longer) in jail while they "figure" it out.

He probably didn't trust your documentation because you could have doctored it. I was educating an Ohio LEO once with a copy of The Condensed Guide To Ohio Concealed Carry Laws when he noticed the name on the front and realized I was the author. He gave me a really strange, distrustful look until I pointed out that everything in the guide had links to the Ohio web site where the actual statutes were and called up a couple of those links for him to see. Cops deal with so many dishonest people on a daily basis, all day long, that it's hard for them not to be distrustful of people they meet in day to day encounters. It gets ingrained into them after a while.

You're most likely right; I'm a threat to the officer until he can ascertain I'm not. That's unfortunately survival in a LEO's world. However, taking all the steps I took (gun permit handed to him immediately, asking him how he'd like to proceed, letting him know i have the reciprocities, being compliant)... I'm sure the situation went better than it could have.

If I had come across as an asshat demanding that he look at the reciprocities and yelling at him about my rights, I'm sure I'd have been in steel bracelets and he'd sort everything out at the jailhouse.

BTW... thank you for mentioning your guide. I live in Pittsburgh and do go to OH quite often. It's nice to know there is a brief overview of the OH concealed carry laws.
 
Oh, your demeanor absolutely contributed to the encounter going well. Too many people don't understand that unfortunately.
