Universal carry laws across states: How can we work to get approval?

In this day and age of background checks and increased scrutiny of gun ownership, that the State governments should work together to create universal concealed carry licensing regulations so that approval in one state would transfer to automatic approval to carry in all states that allow carry. There are many reciprocal agreements between states, yet efforts should be made to get all CCL honoring states to recognized each other's carry laws. It is very easy for someone living in Las Vegas, NV to drive over to Los Angeles, CA or into Arizona for a trip and yet the ability to carry is dramatically different. It is legal in Arizona, but not California.

Interestingly, Nevada is bordered by 5 states and has reciprocity agreements with 3 of them: Arizona, Utah, Idaho. But Oregon and California do not honor the Nevada CCW permit. California permits are honored in Arizona, Utah and Idaho, but not Oregon nor Nevada. Oregon permits are honored in Arizona, Utah and Idaho, but not California nor Nevada. Apparently the governments of Arizona, Utah and Idaho are happy to honor California, Nevada and Oregon with reciprocity, but the latter states can't seem to honor each other. Strange, right?

USA Carry seems to be the perfect place to start initiatives to get all CCL states to honor each other. We have many like-minded individuals and I am interested in getting a discussion going on how we can work together to petition our state governments to change their rules. It may require creating new rules for CCL that can be adopted by all states, which in many cases may require reapplying for the CCL. It may also require in-state lobbying by USA Carry members and to work with other organizations (NRA, etc.) to put forth efforts to make USA-wide CCL's available.

Here is the problem. Our notion on reciprocity must begin and end with the constitution. The right to conceal carry is just that, a right. So while I understand the intent of such an attempted action and would agree wholeheartedly, I agree only on the grounds of it being constitutional. If you don't stand on that alone, I believe you start messing with states rights. Which is a whole other discussion for another time.
