Township Equipment

So I'm posting for another opinion for my husband. He works for a township here in Ohio, and yes we know you can't carry in government buildings, but my question relates to equipment. He has spoken to his boss about carrying, so not really concerned about the firing issue or anything like that. He mows the road ditches and things like that, so wondering if it is legal if he is carrying in the tractor in case something ever happens like someone hits him or something like that. He would have to declare if the cops are called, and don't want to be comitting a felony. Anybody have a good place to look into this or have any thoughts?
