The Ruger P series are good firearms, all of them... IMO. I liked the P89 9mm... not very concealable, but a good weapon. Anyway, I never owned the P90... but I did own the P345 for about a year and really liked it! It functioned 100%, was easy & comfortable to shoot. Downsides: Bulky for CC, didn't accept 1911 mags(would have been a HUGE plus)... I traded it for something, don't remember exactly.
$400 for a used Ruger, depending on age and usage... is a bit too high, IMO. If it's a buddy of yours and you don't mind giving HIM a deal, go for it. I'd pay $350 for it... Questions: When was it made? How many owners? Approx. how many rds fired? How many mags? Original case? Try to get the deal sweetened a bit.
