An interesting video. The PO shoots the perp. After the perp falls he walks over to him and moves something away from him with his foot, but doesnt secure it. Doesnt handcuff the perp [If he's dangerous enough to shoot, he's dangerous enough to cuff] and who is still got enough strength and coordination to draw another firearm [lots of perps carry 2 guns, or a knife]. The customer in the green shirt was unreal. Perp gets shot 2 ft from him and he doesnt even turn around. Then the PO allows him to leave without obtaining any ID. Guess they do things differently in Brazil.
