Bottom line, CJ Grisham, the article's author, believes HB 375 is the superior bill for several well-articulated reasons.
I don't live in TX, but am interested in this particular TX story because we in AL have similar legislation working its way through state government. Not really sure between the two states, which one might be thought to be more likely to get it passed, but after reading CJ's comparison, it does seem that TX has more conflicts to untangle in current law before either of the two bills could work than AL does. Good luck in any case.
