Some states and counties are studying whether to tax gun and ammunition purchases. Supporters hope to discourage gun violence or pay for damage it causes.

CHICAGO — Cook County, Ill., this month began collecting a $25 tax on gun purchases, and at least six states are considering new taxes on firearms or ammunition as a way to help pay for the consequences of gun violence.
The Cook County tax applies to purchases in Chicago's suburbs, but not the city. The tax is expected to raise $600,000 a year, which will help pay for indigent gunshot victims' medical care at county-run Stroger Hospital.
Cook County Board President Toni Preckwinkle, a Democrat, says 30% of the hospital's trauma patients have gunshot wounds and it costs about $52,000 for initial treatment for each. The tax won't necessarily serve as a deterrent to gun buyers, she says, but "it's an acknowledgment that we as a society pay a terrible price for the proliferation of guns."
A group of gun sellers and owners sued to block the gun tax, saying it violates the Second Amendment right to bear arms. Circuit Court Judge David Atkins denied a temporary restraining order, saying the lawsuit didn't show "that this right is threatened by the tax."
Gun and ammunition purchases are subject to local sales taxes, and manufacturers pay a federal excise tax — 10% for pistols and revolvers, 11% for other guns, shells and cartridges — that funds wildlife programs.
Lawrence Keane, general counsel of the National Shooting Sports Foundation, which represents gun manufacturers, distributors and retailers, says proposals for new gun taxes are "a coordinated effort by gun-control groups to try to impose a poll tax on the exercise of the Second Amendment."
Such taxes don't create safer communities, Keane says. "They burden and frustrate the exercise of a constitutional right," he says.
Legislation introduced in Congress would add a 10% tax to handgun purchases to pay for gun buybacks and other programs. Bills creating new taxes are pending in state legislatures in New Jersey and Washington state. Elsewhere:
• California Assembly member Roger Dickinson, a Democrat, introduced a bill that would add a 5-cent tax to the sale of every bullet. A hearing is set for April 15. Much of the $50 million in estimated revenue would go to restore funding for mental health screening programs in elementary schools, he says.
Proposing a new tax is "a delicate question at any time," he says, but the political risks are "worth paying."
• A committee heard testimony last week on a Nevada bill that would create a $25 tax for gun sales and a 2-cent tax on each round of ammunition. Funds would benefit victims' services and mental health programs.
• Massachusetts state Rep. David Linsky, a Democrat, proposed a 25% sales tax on ammunition and firearms, with the money going to mental health and victims' programs, police training and firearms licensing. "We tax cigarettes, we tax alcohol, we tax other items that have a negative effect on society," he says.
• The Maryland General Assembly passed a bill that includes a fee of up to $25 for handgun licenses. Delegate Jon Cardin, a Democrat, also proposed a 50% tax on ammunition purchases to increase funding for mental health programs and to modernize permitting and licensing procedures.
"This is not taking away people's guns," Cardin says.

RI: I received all your messages but just haven’t had any time to respond. Things are getting pretty crazy up here. I’ll try to keep this brief but still give you some idea on what is going on right now.

First we have the Toomey Office drama. Our people are screaming back at their people. They think something is going to be passed regardless so why not try to get input into a compromise. That is their position and they refuse to budge on it. We are telling them it’s a trap. They don’t care. I am so sick and tired of these idiotic Republicans who refuse to see what is right in front of them.
The trap is that the Senate wants to send something to the House and then have it stall there and spin that in the 24/7 news cycle about how out of touch and dysfunctional House Republicans are. That sets up 2014. Obama, the First Lady, and Biden are all scheduled to do a major media push at the same time. We are telling the Toomey office all of this but they don’t care. Or they think we are totally wrong. I don’t know.

Then we get word Senator Paul’s office was told by Republican leadership that basically he either shuts up or faces a primary challenge and possibly other repercussions. Think it was from someone over at the RNC but haven’t followed that up to confirm who it was yet. Don’t know if Cruz has received a similar threat but would assume he has.
I also was given a heads up that the McCain office has been in direct contact with the Obama operation on this issue. For weeks. McCain apparently indicated his full support of a “compromise bill” between Senate Republicans and Democrats on gun control and even worse, he apparently is aware of what is being attempted with the issue against House Republicans and he is fine with that. He can’t stand the Tea Party wing of the party and wants it gone. For good.
One of my most trusted colleagues up here put it this way. “The Democrats are trying to use guns to kill the Tea Party and win 2014.” This was after a brief meeting she had with someone from the Manchin office. You might have already seen reports of Senator Manchin and Senator Toomey working together on the gun control compromise. The Democrats really think they have Republicans cornered on this one not so much because of the issue itself, but because they are thinking they can exploit the current division between the old Republican leadership and the new voices of the party.
Don’t know if I’m explaining it well enough for you but I’ll try to put it in very simple language. The gun compromise is actually an attempt by both Obama Democrats and the Republican leadership to deliver a very forceful “***** slap” against people like Senator Rand Paul, Senator Ted Cruz, and others.
Basically we have a war going on up here right now.
You know what side I’m on.
I say we end run this issue. The Democrats really have no idea how upset people are getting over this gun grab stuff. And neither do the Republican leadership. Going to use that anger against them. All of them.

It is odd that the people wanting to tax guns and ammo to cover gunshot expenses do not understand reality enough to realize they should be taxing illegal drug transfers. The actual driver of gun violence. Or they could just stop the useless "war on drugs" and radically reduce gun violence. They could put ATF agents on the streets and areas popular for drug trafficing to collect the sales taxes. That could also help fund ammo for DHS.

oh, I'm sorry...I didn't realize that cigarettes and alcohol were rights guaranteed by the Constitution... Smoking and drinking have direct health effects that cost this country billions in unnecessary medical care (including higher premiums that anyone that has health insurance ends up bearing part of the cost). Taxing them never removed them from existence...it's just another way for the Govt to spend more money.
 
It appears that these politicians forgot why this is the United States of America and no longer part of the British Commonwealth.
 
Here in Wisconsin the tax would already be a reality if Scott Walker was not our governor. We are lucky he won and then beat that injustice I call a recall.
 
This taxing of ammo and guns is another way to make law abiding citizens pay for the lawless criminals that feed on society. We're not the problem, the lawless are the problem!

Well, on that specific question, we should know more shortly, as there is talk circulating that a "compromise" (of the 2nd Amendment) is near agreement on universal background checks that will break the Republican filibuster. If that happens, it will be the Republican Party being every bit as much responsible for its passage as the Democrats. Just because they aren't unanimous on the issue doesn't mean that they're not as phony as the Dems in supposedly being "pro-gun." They're all in it together.

Taxing them never removed them from existence...it's just another way for the Govt to spend more money.

This is exactly where the psy-op is.... private gun ownership actually produces lower crime rates in communities. the only negative effects guns have on society is when they are in the hands of criminals or so called government "officials" trying to stamp all over your civil rights.

Blues, I'm in no way implying the republicans are squeaky clean. They all look to the enemy for way too much advice. Irritating none can take a stand on principle and stick to it. My point is that it's the democrat party most often that is more then happy to govern against the will of the people and they continue to get away with it.
