Shipping black powder handgun through USPS and UPS

Hello,
I am not licensed (I have no FFL).
I am going to ship to another private party who is also unlicensed.

The object being shipped is a modern made replica black powder Colt cap and ball muzzle loading civil war era REVOLVER PISTOL. It cannot fire brass cartridge ammunition.

May I ship this through the U.S. mail?
May I ship this through UPS?

Thank you! I sort of need a fast answer.
 
Black powder does not fall under the firearms laws. You do not have to say whats in the box if it is black powder. Unless you include the powder itself then it becomes hazmat. The ATF does not consider black powder to be a firearm at all. The state of Ny I think has a problem with them? But if it is not state restricted you can mail them via USPS all you want.

I'd have to look it up, but wouldn't it have been easier to call the USPS or UPS directly if you needed a fast answer?

You know, there's a solid gold plaque in the public lobby of congress presented by Nancy Pelosi to Barney Frank who became the first and only congressman to ever read the whole healthcare bill? So, I don't blame the shipping company employees who are manning the phones and yet do not understand the postal regulations.

This is correct. Black is NOT a firearm and you do not have to nor SHOULD you say this a gun. Simply buy the insurance and be on your way.
