I posted two weeks ago about Schuykill county Pa. I applied for a CCP for PA and today recieved a call stating I was declined. I was told they are not a shall issue State and I had no reason for a CCP as I am a non-resident. I spend one weekend out of five in Mahanoy City,Schuykill County PA
I Hunt IN the county and my brother-in-law and I own a home there, but its in his name. I was told I could get a hunting permit to carry when hunting,Why should I do that they have are and open carry state. I do have a carry permit in Ct. Can anyone tell me what steps to take next to get this approved or do I get Lawyer

I just got my non resident PA permit a few months ago. I am a resident of SC. Do yourself a favor and next time you head up to Mahanoy City, stop at the Sheriff's Office at the Reading Regional Airport on your way up. I believe they specialize in issuing permits at this location. It literally took me 20 minutes to walk in, apply and walk out with my permit. Take with you a photocopy of your permit and your driver's license. You will need to PA references and $20. This office is extremely CWP friendly.

This whole issue is a crock. I do believe in states rights. But if all stated recognize each others driver's license, then all stated recognize and honor each others weapons permits. After all, a lot more people are killed by bad drivers that by gun owners.

I was going to say the same thing ... in PA, always pay the local Sheriff a friendly visit. Some are still Tools to non-residents, but you have a much better chance in person if your situation allows.

Tom:
You should try a face to face in the county where you own property. If you are on the deed it is helpful. You need two in county references for the resident permit but I do not know the rule for the non resident CCW. The Reading idea has merit but Reading is in Berks not Schuylkill County. Deer season is around the corner so happy hunting.

absolutely DRNurse, but the OP is a non-resident so it doesn't matter where he goes. We all know that interstate CWP is a krock, but we don't really have a choice at this juncture so might as well choose the path of least resistance. I lived in Lehigh County, PA for 45 years, yet when I talked to the Sheriff's Office they said they don't issue non resident. Next closest county, Northampton, said the same. Called Berks and had the absolute best experience I've ever had with a government office. From Mahanoy City in Schuykill County, the OP could go to that office and be back to his hunting cabin with brand new PA permit in an hour, hour and a half at worst. Non-res needs 2 references in state, not county.

He's a liar. PA is Shall Issue plain and simple.

References can be from anywhere, any state.

They legally don't get to choose whether or not to issue to Non-residents. PA is shall issue. If you are not disqulified by law, they have to issue.

Just curious BGAG is you CT. permit a resident or non resident. Since you don't show weather or not you are a CT resident or not.The reason I ask is that I live in NJ and I cannot get a PA non res permit because NJ is a May issue state. Although NJ should be a right denied state because you cannot get one period unless your retired LE. PA looks at it in a way that if you can't get your home permit you can't get a permit from them. Illinois is a right denied state so they can get a PA permit it blows. Not for Illinois people(more power to them) but for people like me. Like you I hunt in PA and have family with a house in the Pocono's so I am there a lot. I have a FL and VA which is good in PA but I would like to have the PA because I think it would be less confusing if ever needed to show ID.

To NJsportsman I am A resident of CT with a Carry permit for over 30 years.I've been in Mahanoy City for over 35 years. My brother-in-law And I bought our aunts house for our hunting house it is in his name for reasons of finance.we both get mail there.what bothers me is Pa is a shall issue state but not according to Schuykill County sheriffs office.the reason for not issuing was non resident and not needed for hunting. they have no reason to deny the permit, I don' even have a parking ticket against my name.I have contacted the Pa atty General for and explaination and Pa State Police wepons division to get there explanation I will post there answers

BGAG good luck I hope you get it straightened out because, from what I know and what happened to me you shouldn’t of had any problem. Maybe try another county that is more friendly again good luck

Did they actually deny in writing? or just not accept your application?

Pa has not yet replyed in writing.I was refused by a sheriff on the phone on Thursday.although she did say to shop around as other counties will issue non resident permits. whenI did apply in person at schuykill county and a sheriff looked over the app and said it looks good and I sould see my permit in three to four weeks. who Knows . I will try Reading when I go down in Two weeks

BGAG...I think you will be pleasantly surprised by how easy it is at Reading. Make sure you go to the Sheriff's Satellite office at the Reading Regional Airport and take a photocopy of your CT permit and your driver's license. Good luck and after you kick back with a Yuengling or three let us know how you made out.
Tom

Most gun advocates don't understand there is no such thing as shall issue. If a state issues permits there is always some provision of the law that can bar an individual (moral character, drugs, alcohol, etc.). And the fed courts are split on the lagality of this. It needs to go to the SCOTUS.
