Pa is a shall issue State. HA HA....I live in Ct and have a CCP. I own a home in Pa. and spend at least 5 days a month there.I applied for a Non resident CCP.after 40 days waiting I called and was told I live out of state and they issue very few( if Any) non resident permits. and would refund my money. so what dose SHALL ISSUE realy mean?????
 
There is something wrong here. What county? The Sheriff's dept processes the apps. In Pa. if you have a permit from your home state they will issue a non res permit. Go down and talk to the sheriff. Let us know what happens.
 
I will be down there in two weeks to question this. i called today to question it and they said the will get back to me next week.i questioned it with the way thier laws are written and the non resident claues with the shall issue wording.I will post the outcome of the next step
 
Here is the law in PA concerning non resident permits. Perhaps you have missed some small point in the application.

Non-Resident Permits
It is simple to get a PA Non-Resident Permit/License. Starting 3/31/11 PA will no longer issue by mail. You have to make a trip to PA to apply. If they do not issue it to you in your short visit they will mail you the permit/license when it is approved.
Completed and Signed Application must be accompanied by the following:
1. A photo copy of a license to carry a firearm (concealed carry permit) from your home state if that
state has a concealed carry law. If from IL you should bring your FOID Card.
2. A photo copy of your Driver's License.
3. Names, Addresses and Phone #’s of 2 references.
4. $20.00 to $24.00 fee for five year license and out of state processing. Note: You have to have a permit from your home state if your home state issue permits. Unless you are from Illinois, DC or Vermont you have to have a permit from your home state. If your state is too restrictive and won’t issue you a permit you can not obtain a Non-Resident Pennsylvania Permit/License. Some Sheriff’s will not issue to non residents and/or have other stipulations to issue to non-residents. Check with the Sheriff’s Dept before you appear to apply.
 
There are a couple sheriffs that flat out refuse to issue non-resident permits. They have no legal authority to make that decision. They must issue to anyone that is not otherwise disqualified.

I only ask because for instance, I'm a Washington resident. When I was an Oregon resident, the Oregon chl is a shall issue, but now since I'm out of state it is a may issue for me (must have a written reason to carry into Oregon ie: job, second home, etc, take all the required training, and its still at the sheriff's discretion). I also have a slightly different application process. I opted to just open carry on Oregon when I found this out.

In PA there is no difference between resident and non. The process is exactly the same...the permit is exactly the same...the rules are exactly the same.
 
Not sure what is going on, except maybe the sheriff is playing games. Got my non-resident permit in 10 minutes from Mercer County
 
I beleive it's a game you file for your non resident permit the first time and they decline it. hope fully questioning the shall issue will get satisfaction and they will issue it.When I talked to the officers that took my app. he said it looks good,took my money,picture and asked me a few questions about my home in Pa. and how much time I spent there.He said I would see my permit in the mail to my CT address in a few weeks. I'll stand my ground and see what happens. thanks for your Info
