SBR Questions

Maybe dumb questions, but I'll ask anyway...

Quick background - I'm currently waiting delivery on the parts needed to complete an AR 15. I already picked up the stripped lower. Since I was going through the purchase paperwork, I went ahead and bought 3 stripped lowers.

My 1st AR will be nothing special; PSA kit, 16" barrel, mid-length gas system, Magpul parts. For the 2nd AR, I'm planning a 20" barrel, rifle length gas system, old school rifle stock and a scope. With the 3rd receiver, I want to do something different, and until I actually read the NFA information, I was planning on building a wee short, pistol length 'tacti-cool' AR. I get that short barreled rifles are regulated and buying a functional complete unit calls for an additional paperwork and a $200 tax.

Question 1, If I buy separate parts, or a packaged kit (minus the lower of course) for short barreled rifle, will I still have to pay the $200 tax?

Question 2, What about the extra paperwork? I see many 'less than 16" barrel' options on PSA, and there's a legal disclaimer emblazoned on their web page; so it seems like this is a popular option and lots of folks are buying these parts. My 1st AR parts kit is arriving at my house with little more information than my name and address. Will there be more hoops to jump through when buying SBR components?

Question 3, If I do buy the necessary parts to build a short barreled rifle, and complete a functional firearm, will it be "illegal"? If I take it to a range, will I leave in cuffs?
