Bought my wife the Ruger LCP 380 and took her to the range today every time the last round is fired the slide always goes forward and doesn't lock back is this normal with this gun as I own two other Rugers and the slide always locks back after the last round has fired.
Since you didn't know the slide doesn't lock back after the last shot with the LCP, have you taken the time to check all of the guns functions ?
Good point, and excellent reason to rent before you buy... Though unfortunately that's not always an option. I bet they don't list "slide does not lock back" on the description!
Every review I've ever read does though. I've been wanting a small .380 as a back up duty weapon and the LCP is in my sights. One of the reasons I have yet to get it is the slide lock not locking back that I have read about in my research of the firearm.
Also, it would be in the manual that comes with the firearm.

Try the Kahr p380. Very well made and the slide locks back after last round. It is a bit more$$$$ then the LCP. If you decide to get it I think you can get with night sights, A good choice. It also takes the Crimson Laserguaed.
