Since former Speaker of the House Armond Budish singlehandedly stopped restaurant carry from passing in 2010, the bill has been reintroduced as HB 45. A companion bill with identical wording was introduced in the Senate as SB 17.
HB 45 has had three committee hearings already so it is moving along quicker than the previous bill in the last legislative session ever did.
A couple articles about the bills:
Restaurant & Car Carry Rules Fix bill scheduled for fourth hearing in House; BFA to offer proponent testimony

Note the bills also remove some of the car carry restrictions that ohio requires, such that a licensee will be able to carry in a car pretty much any way he or she wants.
