So, this is my first time reloading, but I got my cleaned 9x19 cases cleaned deprimed and re-primed. My big question is how to set my expanding die to the right depth so I dont over expand or underexpand. And second to that, how to set the correct depth of the bullet seating die after i expand and pour powder. Hope I've posted enough here to let you guys help me

Through trial and error. Back both off until you get less than desirable results and then slightly adjust
your dies until you get the desired belling and the desired depth seating of the bullet. Suggestion -- do not
flare the mouth of the case any more than you absolutely have to to seat the bullet without scraping off any
lead or copper, depending on the type of bullet you're using. It will extend the life of your casings for
future use.

Need to get a reloading book. That will tell you overall length, bullet type and gr also witch powder and how much. As far as the die set there are instruction in the die set. By some calipers to check overall case length and brass length. Where ever reloading equipment is sold you should be able to find a book. A digital scale is also nice.

Thanks for the replys, I know this might be a long shot, but was wondering if any one in the Bowling Green, Ky area reloads and wouldnt mind showing me a thing or too on how to set my dies and just general reloading help.

Check the local gun and sporting goods stores and see if any if them offer classes. I am also a noob reloader and I just loaded my first round at a free class offered at Sportsmans Warehouse. In my class both your questions were answered and demonstrated. The class was sponsored by a reloading magazine, I can check the names when I get home and maybe you could contact them to see if they sponsor any classes in your area

Simply follow the instructions of supplied by the manufacture of the equipment you have. If you have a second hand set up the manufacture, Dillon, Lee, RCBS all should help. Take your time and I suggest a case gage and quality caliper.
