I posted in another area but couldn't get an answer so here I go again. I purchased a few multi caliber AR stripped lowers at a dealer. I filled out the forms 4473 and was told I had to re register them after they are finished. Is this true?

Yes, the state wants you to file an FA10 after it is assembled so that they know they need to worry about another evil black rifle.
 
It is an arrestable felony and carries $1K-$10K fine and/or 1-10 years in state prison for failure to file an FA-10 when selling a gun. It is a non-arrestable misdemeanor and carries a $500-$1000 fine for failure to file an FA-10 on an out of state acquisition, which becomes an arrestable felony with up to 10 years in prison on a second offense. My guess is that getting caught the first time would result in loss of your license and guns as an "unsuitable" person.
