Reasons For Not Getting Promoted?

Ok, this is for all you former/current Military, especially the upper NCO and CO positions.
Im currently in the Michigan Army National Guard, been in for a little over 3 years, transfered from an HHC unit to a Line Unit as an Infantrymen a little under a year ago. Failed 2 PT tests with the HHC unit [run portion by less than 10 seconds think it was due to the oddly shaped track on civilian roads] and Passed my last one with more than 3 minutes to spare [on a normal Army regulated track]
Question is, why have I not been promoted. Been an E-2 since Ive basically enlisted. Ive got no other flags on my profile, especially since Ive passed my last PT test as of last August. Ive passed it through my team leader, and he has passed it through my Squad leader. Not sure if its an S-1 Issue, or what.
Was wondering if theres some weird AR that Im not aware of.
Its kind of demoralizing that Ive not moved up in rank, but other people newer than I have been promoted rather quickly, its needless to say, very embarrassing. Squad leader as well as team leader are always praising me for being so squared away, and doing things better than most, but I feel my rank should reflect it...

Anyways, any help or comments would be appreciated.

I've never been in the military, so forgive me if this is a stupid question...

Can't you ASK why you haven't been promoted? Isn't there paperwork somewhere that gives a reason why you weren't promoted? In the workplace there are reviews ... I would imagine that the military has the same?

Where I work, the philosophy is this: if you are doing something wrong and nobody tells you, then how are you supposed to improve? So we try to always help people by informing them right away if something is wrong, or can be done better, or needs to be addressed. I think this is a fair way to approach reviews as it gives the person being reviewed a CHANCE to change/get better/correct something.

If the powers that be won't tell you (actually, they ARE telling you something by NOT promoting you but the message is not clear), then maybe ASK?

It sounds to me like your supervisor has failed to provide you adequate feedback. Ask the ol' Sarge why and I'm certain that you will be given an explanation. If no explanation is given, or if a less than satisfactory one is provided, push the issue up your chain of command and you should receive an answer.
If for some reason you are still not being answered, or maybe if you feel that you have been wronged in some way, proceed to your installation Inspector General office and they should be more than able to get an official answer (And one without fear of reprisal). This should, however, be your "nuclear option" and not used unless you have absolutely no other recourse, and preferably have previously advised your chain of command that you would be doing so

Having actually been in the National Guard, they can't promote you unless they have an authorized slot for you. If they don't have an PFC slot to put you in they can't make you an E3.

That said, before I blew an E3 slot on you I'd want to see a few more passed PT tests.

That said, when I was an NCO ( Back when dinosaurs roamed the Earth) we were require to evaluate and give monthly performance counciling to all our soldiers clearly explaining where they stood in terms of eligibility for promotion and stating either that they were recommended. for promotion or , specifically , why they were not recommended.

not entirely accurate. promotions to E-4 are not MTOE based. E-5 and above are. I could probably guarantee the reason is failing the APFT 2x, especially as an Infantryman. While I was an Infantry Rifle Team Leader/Squad Leader, if any of my guys did not get at least a 270 (90+ in each event) they didn't get any waivers for early promotion, and did remedial PT in the afternoons.

You may want to make sure you are not still flagged. You can check your flag status by looking at your ERB which is available thru AKO. Also, did you fail AR 600-9 as well?

Also, are you counting 3 years TIS from the day you enlisted, or the day you completed AIT? you do not start earning TIS towards promotions until you complete AIT. The Company Commander can deny any automatic promotion with a DA 4187 submitted thru S-1. You should be receiving counseling via DA 4856 for your performance, good or bad and also as to why you have not been promoted.

If you feel IG is your best option, you had better make sure you inform your Team Leader/Squad Leader of your intentions.

It sounds like you're talking Regular Army. He's talking National Guard

In the Guard unit I was in (B 2/157 FA CONG) we had X slots for E4s if there wasn't a slot you didn't get promoted ( again, the time frame here is some where between Genisis 1 and 2 :biggrin

Sounds like you've been flagged by the CO. Check with your squad leader, then proceed up the food chain to the first sergeant if necessary. Someone along the way should be able to let you know why you haven't been promoted.

All of the Reserve/NG units I've been in would pretty much promote automatically based on TIG and TIS. By the end of year 2, you should have been promoted at least once, which would make you a PFC.

Thanks for all your helpful feed back. I think Im probably just going to bug the hell out of my team and squad leaders until action is taken. Ive got another PT test here real soon, so I think Im just going to prepare for that until then. Im sure if action is taken after my 2nd PT test [well, 2nd passed] I will then go over peoples heads.
We had a new CSM come through, and he did say that being we are deploying here within the next 5 months, and Rear Detatchment is going to be seperated, more slots will open up and make room for us "Active Duty" to be promoted. I just remembered that little speach he gave, so forgive me, but I had always figured, 2-4 was automatic or at least 2-3 and did not require any slots.
Could be wrong though. I know Ive had all positive councilings since Ive joined minus one official for failing a PT test.
