Don't know where you got that idea. First of all, not all computers on government networks are government owned. Second, personal use is allowed on a limited basis, subject to restrictions. Third, it's not a federal offense unless you commit some kind of crime with said use.What does AF stands for? Where I got that idea? From my service as a National Vice President of the American Federation of Government Employees. The largest government workers union. I've seen too many cases of misuse of government property. Even if the computer is not government owned, the network is.
Your union needs to fix it's information then, because it's wrong. I've been working in IT for many years, most of that on government systems, to include computer security. I've probably been working with government systems longer than you have, certainly when it comes to information security. Your annual IA training should cover using government systems for personal use. If it doesn't, or if it's actually teaching you that such use is a federal offense, your IA rep needs to be fired. And as Blues suggested, you aren't going to come up with a statute for that because it doesn't exist. There are some uses that would be a federal offense, such as using it for commercial purposes, engaging in illegal activity such as downloading copyrighted content, or using the system for personal use for more than just a limited amount of time, which is generally defined as the sum total of breaks and meal periods. But mere personal use is not banned, and there has never been a federal offense strictly for using a computer for non-work related activity. Computer security offenses are charged under other statutes or regulations. For the military it will be Article 92 of the UCMJ. For others it will simply be an administrative action resulting in employment discipline or termination. Anything at the criminal level would typically be prosecuted for the applicable crime committed, not for the computer use.
